HVAC question: does outdoor unit need to work in order for forced air gas furnace to work?

My indoor, forced air, gas furnace unit appears to be heating my townhouse; however, the fan on the outside unit appears to have stopped working. Is the outside unit necessary in the winter? I assume it is, because it cycled off and on before water dripped on it from my gutter and iced it up this morning. I don't think it was iced up long, but maybe long enough to burn out the motor? I didn't hear any strange motor noises or see any smoke. It just seems that the fan blades will no longer cycle on and off (I cleaned off the ice with a long knife right away this morning). I'm afraid that maybe now the appropriate amount of air is not being pumped into the gas furnace, and that could be set up for some kind of damage. Please advise!!!

This is called a split system with a condenser on the outside and the heat furnace on the inside. Both totally separate. The condenser is made to be outdoors rejecting the indoor heat during cooling season. When you place the stat to heat then it calls for the furnace to operate. When you call for cooling then it causes the condenser unit to run if it is hot enough to run. Condensers typically will not run in the winter.
